[/cherry_col] [cherry_col_inner size_md=”12″ size_xs=”12″ size_sm=”12″ size_lg=”4″] North Coast Engineering, Inc. (NCE), a California Corporation, was founded in 1979 by Mr. Steven J. Sylvester, a civil engineer registered in the State of California. NCE staff at present consists of engineers, surveyors, technicians and support staff. For over 40 years, NCE has provided a broad spectrum of civil engineering, land surveying, land planning and project management services for local and regional projects. With a total of six registered civil engineers on staff, in-house survey services and a progressive CAD department, we maintain a very high level of technical competence. This is supported by state-of-the-art computer systems and software, and complete electronic field-to-office survey equipment, including conventional, robotic and GPS applications. [/cherry_col_inner] [cherry_col_inner size_md=”12″ size_xs=”12″ size_sm=”12″ size_lg=”4″] As a pioneer in the areas of field-to-finish surveying and computer‑aided design and drafting, NCE has developed an efficient system for design analysis and production. With intra‑office communications enhanced by a networked computer system, coordinated project development is effectively maintained. NCE provides a wide range of services on both public and private projects. NCE served as City Engineer for the City of Atascadero from 1991 to 2000, the City of Morro Bay from 1992 to 2002 and the District Engineer for Cambria Community Services District from 1979 to 2000. In these capacities, we have had the responsibility for development of Capital Improvement Programs, securing funding, project [/cherry_col_inner] [cherry_col_inner size_md=”12″ size_xs=”12″ size_sm=”12″ size_lg=”4″] planning and design, construction administration and construction inspection. We have proven our technical expertise in the design of numerous public and private projects including agriculture cluster subdivisions, multi-family housing projects, residential subdivisions, wineries, roadway reconstruction and widening, water and sewer systems, water storage tanks, storm drain facilities, bike lanes, pedestrian bridges, utility relocations, grading and drainage plans, traffic facilities and Storm Water Pollution Prevention Plans, among others. Our municipal experience combined with the wide range of private sector projects provides NCE with a unique understanding of project design and development. Quality Control plays a particularly important role in the NCE design process.  Over the many years of in‑house design review and municipal plan check services, NCE has developed a detailed plan check system.  All projects are processed using a series of quality control checklists which identify and document the details necessary for the comprehensive design review.  All plans and checklists are reviewed by a registered civil engineer who has not been part of the design process in order to provide an unbiased evaluation and review.
