Engineering Affordable Housing in San Miguel: A Collaborative Effort Led by NCE and Partners
North Coast Engineering (NCE) is proud to be part of a transformative affordable housing project in San Miguel, California, in collaboration with People’s Self-Help Housing Corporation (PSHHC). This development will provide 14 single-story homes, creating a sense of community for families. We are excited to share the journey and challenges we’ve faced in bringing this project to life. NCE’s team has played a crucial role in the project’s success. Our licensed survey crew conducted a topographic survey to support site planning, utilities, grading, and infrastructure. We also created the Storm Water Pollution Prevention Plan (SWPPP) to ensure compliance with environmental regulations. Our team also provided essential construction staking and continues to oversee construction, ensuring quality control and keeping the project on track.
Overcoming Challenges at a Historic Site
A unique challenge arose from the project’s proximity to the historic San Miguel Mission, founded in 1797. During site exploration, archaeologists uncovered Mission-era artifacts, requiring careful preservation. Working with experts, we adjusted the site layout and integrated protective measures, preserving the Mission’s cultural heritage and adding significance for future residents.
Adapting to New Stormwater Regulations
After the original entitlements were granted, new stormwater control measures required design revisions. In coordination with the County, we integrated low-impact development techniques like bio-retention areas to manage runoff and prevent flooding. These changes were planned to minimize disruption while ensuring compliance with environmental standards, creating a sustainable and resilient site.
A Collaborative Effort: J. Terra Construction and NCE
Teamwork has been crucial, with J. Terra Construction playing an instrumental role in addressing site challenges. Their crew has adapted to unique conditions and discoveries, collaborating with NCE to address issues like working around historical areas and meeting stormwater regulations. Their expertise ensures smooth progress in the sensitive location.
A Project for the Future
This development is part of PSHHC’s larger initiative to provide affordable housing, with 200 more homes planned across San Luis Obispo, Santa Barbara, Monterey, and Ventura counties. The San Miguel project demonstrates how modern engineering, and thoughtful planning can create a sustainable and thriving community.
