North Coast Engineering staff is well-versed in the requirements of the Construction General Permit and the preparation of Storm Water Pollution Prevention Plans. We provide full-service to our clients and lead them through the process of obtaining permit coverage. Support is also available through construction via our qualified SWPPP practitioner services, concluding with the support of our staff to close the permit by filing a Notice of Termination with the State Water Board.

North Coast Engineering, Inc (NCE), a California Corporation, was founded in 1979 by Mr. Steven J. Sylvester, a Civil Engineer registered in the State of California. NCE staff at present consists of engineers, surveyors, technicians, and support staff.

For over 40 years, NCE has provided a broad spectrum of civil engineering, land surveying, land planning and project management services for local and regional projects. With a total of six registered civil engineers on staff, in-house survey services and a progressive CAD department, we maintain a very high level of technical competence. This is supported by state-of-the-art computer systems and software, and complete electronic field-to-office survey equipment, including conventional, robotic and GPS applications.

As a pioneer in the areas of field-to-finish surveying and computer‑aided design and drafting, NCE has developed an efficient system for design analysis and production.
